Wairoa is located on the east coast of the North Island of New Zealand. It is a town facing the coast like Kitaibaraki City. It is also located 605km east-southeast via Gisborne (or Napier) from Auckland, the central city of the North Island.

Climate：
The climate is oceanic, and the temperature difference between summer and winter is about 10 ° C. It is said that there are four seasons in a day, and even in summer it seems to be quite cold in the morning and evening.

Exchanges with Wairoa began in March 1994 with the establishment of KICS. Wairoa was selected by the New Zealand Tourism Board as an overseas dispatch project of KICS, and since 1995, a young goodwill ambassador selected from Kitaibaraki visits Wairoa approximately once every two years.
A delegation from Wairoa College visited Kitaibaraki City in 1997, and stayed individually at ordinary homes in Kitaibaraki. During their stay, they visited the mayor, public schools, and experienced rice harvesting etc., and actively interacted with the citizens. This has eventually developed into a mutual visit since then.
